Governments will protect this old majority using them as electoral corrals.

Governments will guarantee their entitlements and the old majority will guarantee electing them.

As TJ had said:

The OECD had neither socialization nor revolution at their apex. That because they had no scarcity.

The OECD dominated by old folks will take the socialism route. They will elect and empower governments that socialize what remains there as scarcity start biting.
