Not slightly more, this is a fairly big step.

In a sense its no really new, its continuing the previous trend, and while it casts a wider net than Medicare and Medicaid did (esp. in their early days), its less of a total takeover (at least than the combination of those two), since for those involved (essentially everyone, or at least those not covered by Medicare or Medicaid), the control is weaker. But, of course, this comes on top of those programs (an the VA system, and SCHIP, and other regulations or programs), so it winds up being a really extensive total package.
