So Congress can propose all sorts of rubbish, but it won't be enacted until the President signs it.

In addition, it is custom in this country that the President proposes what the upcoming budget will look like, then Congress takes his recommendations and massages it. If the same party is in power as the President's party, then the budget is usually exactly what the President asks for or darn close.
If the party is different than that massaging can be extensive, and that's after the fact that the president's proposal is already modified heavily from what it would be if he had sole control of the process, because he wants it to pass. Even when the parties are the same congress has a big effect.
Also only respond to the point about congress, not to the point about who originated the policies that are costing us the most money, or to the point about a lag between when a president is elected and when his proposals start to have full effect, or the point about different conditions and situations for different presidents, or the lack of similarity in policy within each party, or to the fact that the sample size is ridiculously small, or to the fact that the highest deficits as a percentage of the economy where under Dem presidents, or to the point that when Republicans where in control and did increase domestic spending a lot, the usual cry from the Democrats is that they where not increasing it enough.
And your focusing to narrowly on just the deficit/debt. The burden of government is the spending not the debt.
Now, this thread in particular has continually blamed the debt on the Democrats.
