The WIND is there (in a-plenty!) in the Texas panhandle, and the technology of wind power (sited correctly) produces efficient, cost-effective electricity... but the High Tension Transmission Lines are not there. The infrastructure to actually DELIVER the power to end-users is not yet there. That's the one problem he ran into. (America needs to upgrade it's transmission grids....)
