How do you blame BUSH for the massive spending Obama undertook AFTER he took office, in Jan-Sep?

You are so blinded by your liberalism that you will rationalize anything Obama does. But you cannot justify the statement above.

Bush spent $350B of TARP before he left office. Obama could have stopped it THEN AND THERE. A couple weeks before Bush left, at Obama's request he went to congress to get the second 350B freed up. AT OBAMA's REQUEST. The Bush expenditures have largely been repaid or will be.
