“Nobody can go anywhere without security in the city. No aid workers can go anywhere without taking risks with security.

That explains quite a bit of the problem right there. Social order, which didn't really exist prior to the quake, is now literally non-existent.

Instead of protecting/assisting the aid workers, the survivors are apparently waiting to rob them and take their food aid.

Very sad!!

But we can look at Katrina and we didn't see the kind of security issues that are prevalent in Haiti. Thus, in general, much of the delay in food assistance is just as much due to the depravity of the Haitian's, as it is disorganization of the relief workers.
