That they would. But, the important thing is to get people housed as soon as possible. And with the realization that any housing will probably be all they have for a while. Haiti didn't have much of an infrastructure before the quake, there is even less now.

One nice thing about the hexacomb is that it can be shipped compressed. And enough to build about 1800 hexayurts can fit in a standard 40' shipping container.

We need to think out of the box, here. Even a wealthy country that has a third or more of its population displaced is going to be in serious trouble. For one of the poorest countries in the world, it is a disaster.
