eThat explains quite a bit of the problem right there. Social order, which didn't really exist prior to the quake, is now literally non-existent.

Instead of protecting/assisting the aid workers, the survivors are apparently waiting to rob them and take their food aid.

It's occurred to me that we may be hearing reports of assaults on some of the press crews who are down there. Fox's Bill Hemmer, Jonathan Hunt and one other whose name doesn't come to mind are down there. Hope they stay safe.
