I don't think there was any vote not to give a SS cost of living increases, its just that the CPI didn't show any inflation.

Also it could be argued that cutting back on such increases is a good thing, it helps control run-away federal spending, after all Social Security is the largest program. OTOH the COLA if it occurred would have been much smaller than all the bailout and stimulus money. At least in one year. (Since the COLA adds to the base amount for future COLAs, the amount could be huge if you add it up over many years, OTOH spending well in the future should be discounted, money today is worth more than money years or decades down the line.)

But if you like increases there, well there wasn't a COLA, but there was a $250 cash payment.
