It's because they are not true traffic tickets but localized civil penalties brought by the municipality.

Yup...

It's not they they are doing you a favor by not putting it on your traffic record.

They can't.

At least in Arizona, you are not guilty of a violation of the law until you have been adjudicated, and to put it on your record, you have to be found guilty.

Now comes the fallacy with the cameras.

In order to appear in court, you need to be summoned by an officer of the court.

Cops are officers of the court, cameras aren't.

So even if they have a perfect likeness of you flipping the bird to a camera at 40 over the speed limit, you must be found guilty to make it stick.

That has to happen in front of a judge.

So if you ignore the official looking envelope from the contractor trying to make money on this scam, you only need to avoid the process server.

Now since they are taking probably hundreds of thousands of these pictures a day, the odds of them actually coming to your house to summon you to a court appearance, with no more evidence than a grainy picture is usually remote.

Don't forget that just because your car broke the law, that doesn't necessarily mean that you did. All they have is your auto license number.

Maybe your sister visiting for a weekend from Uruguay was driving it that day....just sayin'..

They are making so much money on the sheeple who immediately send in their "FINES" that they probably don't even mess with summons servers unless it is a truly egregious offense.
