Actually, particulates and other solids are easy to control in exhausts after combustion whereas CO2 control is very expensive. Sulphur is easily controlled too by desulphurisation or exhaust gas scrubbing [absorbing sulphur oxides in water and alkalis].

There's no global warming and certainly not due to CO2 from people [of if there is some it's at trivially insignificant levels].

If there is a problem, cap and trade is a bad idea. The way to fix it is carbon tax and reduction of other taxes or as Hansen says, charge the carbon tax and pay it out directly to citizens. With tradable citizenships, things would be even better.

I guess asthma is mostly a problem causing by proteins inhaled such as pollens, house mites, moulds, viruses and what have you and has nothing to do with exhaust emissions. Sulphur dioxide in good doses can bring on instant constriction of lungs so some emissions are bad. There isn't much muck from USA exhausts these days though diesels could be further improved.
