The cat bond is an incentive for sabotage. It is also a motive for murder if the lives of individuals are being insured. If the amount wagered by the investor is high enough, the sponsor may feel that sabotage or murder is worth the risk of winning the large bet of the investor. Because the pot is so big, the sponsor can afford to pay a portion of the winnings to the saboteur or the murderer. In the example above, the levees in New Orleans could be weakened by underwater demolitions to trigger the cat bond resulting in substantial earnings for the sponsor of the bond.
