Hey, aren't these the same guys who let the terrorist board the aircraft in the first place, even after his dad warned the CIA in face-to-face meetings ?
Theoretically the Justice Dept. is supposed to initiate prosecutions, while the military and CIA handle persecutions. Yeah, I know, all big words sound alike.
