I was talking about the value of the program to it's users.

The program is only of value to its users as long as there are adequate providers who work for chump change. Cuts in Medicare allowances and demographics work against continued adequacy.

I think it's important to have some de-incentives to people retiring. And that might be a good one.

You're sub-optimizing. If fewer people retire, then you have impacts elsewhere in the system. That's not a solution.
