Oh, that's not difficult to understand at all.

But the question becomes: "Different to WHO??????"

Obviously we already agree that they are NOT 'different' as far as the Courts are concerned. And not different as far as the rest of the government is concerned either. (Courts have ruled that "birth certificate" and "certificate of birth" are functionally the exact same thing, and accepted as exactly the same thing throughout all government....

So, since we are talking about government documents I mean... what the heck is the 'dif'?

It may be an important 'difference' to you, or to someone else, but isn't that a bit of a 'distinction without a meaning' since, as far as the government is concerned (and the documents are created for the purposes of government), there is no functional difference at all....
