The Association for the Study of Peak Oil - USA has a good article on Mexican oil production. Notice how net exports are declining faster than production (p is production, e is exports):

2004 to 2005: p -1.70% e -6.65%
2005 to 2006: p -2.05% e -3.47%
2006 to 2007: p -5.76% e -14.95%
2007 to 2008: p -9.05% e -23.92%
