Instead we’ll probably see bills that embody most of the elements of President Obama’s, Speaker Pelosi’s, and Majority Leader Reid’s proposals. But since the series of small bills won’t look like an overambitious program to reinvent 16 percent of the U.S. economy in one unreadable fell swoop, much of the congressional opposition could be defused.

If they are crafted with a full and open debate, with both sides participating, and ideally with a little bit of honesty, people can see what's happening and oppose or support the smaller pieces as they see fit.

My first complaint about the defeated effort was that it was dishonest and hidden from view. And secondly, that it was just too much -- that manageable pieces of the problem should be carved out an solved as independent problems to lead to a solution of the whole.

I think it is as good an approach as our political system is able to muster.
