First you'd have to ask for what? For example, in WWII, the USA was opposing those who initiated force, namely Germany and Japan which had been invading neighbouring countries in pursuit of conquest and empire.

The original invasion of north America was into a place run on a warring tribal basis so there was no particular reason that another warring tribe shouldn't join the fray.

Secondly, you are mistakenly thinking there is civilization other than in small doses some times in some places.

Nowhere is there tradable citizenship - everyone is still owned by tribal collectivists in a state of serfdom one step up from outright slavery and half of income is taken by force on a slave basis so it's not a lot better.
