Saddam invade Kuwait and was permitted to stay in power ONLY so long as he abided by the terms of the Cease-Fire.

He "Materially Breached" that cease-fire in 1998 when he ceased cooperation with UNSCOM inspections.

After 5 years of negotiating and attempting to bring those inspectors back, the UNSC officially AND UNANIMOUSLY RECOGNIZED THAT MATERIAL BREACH, providing 90 days for Iraq to come back into FULL COMPLIANCE AND DISCLOSURE.

He did not meet these conditions and HOSTILITIES RECOMMENCED.

The overthrow of Saddam in 2003 was nothing more than what should have happened in 1991, but was 12 years delayed.

Very simple, and TOTALLY LEGAL UNDER UNSC BINDING RESOLUTIONS.
