We are arguing definition.

You are defining the surge to mean a net increase in troops and then arguing there was no increase (a fact I never checked because IMO it's irrelevant).

I am arguing that the surge was never about a net increase in troops. It was about a change in strategy and redeployment of troops as described by one of the main authors of the strategy on the Charlie Rose show at the time.

So I am saying "the surge" was somewhat successful even if there was no increase in troops.

If you insist on defining "surge" to mean there has to be a net increase troops, then the government and media used the wrong words to describe it. They should have simply called it a "redeployment and strategy change" which it definitely was.
