Is it possible that large parts of the PRC government are unaware of what other parts of their government are doing ?

Most people in western governments see the CIA/MI6/KGB/Exxon etc. behind every bush.

Some of the PRC comments seem very strident in denying all PRC activities in cyberspace - either the authors did not get the memo or this is for mostly domestic consumption.
