One is that insurers prefer to sell big, bloated, frilly policies that cover stuff most people will never have need for.

The main thrust of the initiative for insurance across state lines would be to get around the state regulations that allow only bloated, frilly policies, which aren't affordable, to be sold. Insurers would go into it knowing that they would be competing on price for the business of those who want out from under that. Trying to sell them bloated, frilly national policies to counter their states' bloated, frilly policies makes no sense. Either the policies will be cheaper or the won't get sold and the effort will wither away. The idea is founded upon the objective of cutting costs.
