Russia or China. Maybe it would just be a war and neither side would use nuclear weapons. E.g. I could see Palin sending missles to Taiwan or some stupid thing like that. I am amazed Bush and Cheney did not start a nuclear war with Russia. After the collapse of the Warsaw pact we should have backed off Russia. What did Bush and Cheney do? They started arming all the countries circling Russia e.g. Georgia and missles in Poland. And trying to bring them into Nato. They were provoking Russia when they should have been trying to strengthen ties.
