Its not a matter of trimming frivolous spending at the margin, if fiscal sanity is to be restored we need to take an axe to future entitlement spending increases. Cut the military to zero. Cut non entitlement, non interest, civilian spending to zero. Eliminate all of the Bush tax cuts, and raise taxes on the rich a bit more beyond that. Still not enough, unless entitlements are restrained. They are the monster gobbling up the budget, and gradually even our economy.
