No amendment is going to be approved at a time when deficits are so high. The required tax increases and spending cuts would be too large. We have to get control of spending before such an amendment had an even modest chance of passing. Of course if we do get control of spending the amendment will be less important, but it could prove useful in terms of helping to prevent a future loss of control.

A problem with such an amendment is that if it doesn't have outs for serious economic downturn or war, that it will cause budget crisis, and an inability to respond to the emergency. But if it does have such an out than you get declared "emergencies" all of the time.

Because of that I'm not so sure about the usefulness of such an amendment. Still I guess I could possibly support one anyway. But the real issue is controlling spending both for its own sake, and because without first doing so we will never have a balanced budget amendment.
