Re: definition of "bipartisan". Don't be 'silly'. Bill was WRITTEN and sponsored by a famous GOP Senator. (He next recruited a DEM Senator to co-sponsor the proposal he had written so it could be called "bipartisan".) (Bu the way... don't know how Senator Gregg will explain voting against his OWN PROPOSAL. But I'm sure he will try. <GGG>) Bill had Dem and (up until, say, a week ago :-) GOP sponsors in the Senate. (All the GOP Senate backers then flip-flopped....) Bill had and STILL HAS GOP and DEM sponsors in the House.
