It says in the article
In comments delivered on the fringe of the World Economic Forum, Mr Soros said: "When interest rates are low we have conditions for asset bubbles to develop, and they are developing at the moment. The ultimate asset bubble is gold."
Sadly the Maria clip has no mention gold whatsoever... so that is pretty stupid on the Telgraph's part for sure..

However.. looks to me like a direct Soros quote, not the Telegraph's 'interpretation'. I imagine Soros would be pretty pissed if they took such a fallacious liberty.
