"Pass legislation that the people want and republican opposition goes away."

They could start here:

Repeal the CRA?

Repeal the VRA?

Turn monetary policy over to the Congress?

See if they have enough votes on the SC to reverse Brown vs Bd. of Ed.?

Are you arguing that those ideas are what the people want? I don't think they are.

Also (since your blaming Republican obstruction) a larger percentage of Republicans voted for the CRA and VRA, than the percentage of Democrats who voted for them. As for overturning Brown, or turning monetary policy to congress you won't find that many Republicans supporting either idea.

You did get a lot of Republicans, and a lot of Democrats, opposing the forced busing that later desegregation decisions led to, but that's an entirely different point, Brown only settled that de jure segregation made schools for the segregated minority inferior, and so rejected the earlier "separate but equal" idea because the school where really not equal. Brown itself gets very strong and wide support, the Republicans aren't going to push its repeal, and their appointees aren't going to reject it.
