Chinese return is cultural. Chinese students go back because of parents. Not because of economy. If China would take the parents of Chinee students all of them would stay. My Chinese pole climbers here say it is impossible to have a throughbred expat like me. The Chinese culture the young take care of the old. Therefore they will not stay abroad long time. They will return to jobs ion China. Those kids going to the US are an investment to their parents. Parents will be sure they will have better jobs to take care of them when they get old.
