Angola could be a good place in times to come. When in 2020 reglaciation ices up Europe, China, Mongolia, Russia, northern India, Tibet, Canada, northern USA, Sweden, Finland and UK, there will be a LOT of interest in places with a better climate.

As predicted by Mqurice the Marvelous 18 months ago, a test run at reglaciation is on this winter in the northern hemisphere. But this is just a test run [hopefully, though there is still time for some more severe winter conditions].

Africa has hardly anyone living there, though all African countries are hideously over populated to Malthusian carnage levels for the political capabilities which exist there at present. There are not even 1 billion people in that huge continent. Since the Sahara is hardly a temperate paradise, that's not really surprising. Other places are also not exactly blooming agricultural paradise. But the industrial and intellectual economic activity in Africa is nearly zero.
