Correct. So it shows that giving money is not the issue. It's the thinking of those on the receiving end of the money.

You could give $1 trillion to Palestinians and get nothing for it [but a lot or rockets]. Give it to Saudis and you get palaces and bling.

Give it to Israel and you get swarms of investable companies doing great new things.
