i believe chancellor is wrong, because he over estimates forward state involvement and corruption in the prc economy and way underestimates the same in usa

in so far as bank lending is concerned, that has natural limitations when it is just a bank

in the usa, banks are not simply bankers, but hedge funds, and when 'efficiently' connected to the economy via wal street, as opposed to prc fund conduits that are simply bank loan agreements, produces outsized results, good as well as bad

the time for good was in the past, in so far as the empire is concerned, and now, not surprisingly, the era of bad is upon us
