Politicians can "plan" ANYTHING that they want to inside their own heads....

But the PAYGO Budget Rules SAY NOTHING about "raising taxes" as the 'only' solution to new spending!

They ONLY SAY if you want to spend SOMETHING NEW you have to PAY FOR it. (EITHER by CUTTING SOME OTHER EXISTING SPENDING or by dedicated revenue.)

So it is simply FALSE to claim differently: it leaves the "what else to cut, or what to tax" ENTIRELY up to Congress to cat-fight over.

It simply says: NO MORE DEFICIT BORROWING to 'pay for' new spending!
