Politicians can "plan" ANYTHING that they want to inside their own heads....

I'm not talking about within their own heads, but rather what's written in to law.


But the PAYGO Budget Rules SAY NOTHING about "raising taxes" as the 'only' solution to new spending!


I never said or implied they did, in fact the whole context of my recent posts on the topic implies the opposite, that they don't consider raising taxes as the only solution. There is a bias in that direction, but its not absolute.

They ONLY SAY if you want to spend SOMETHING NEW

They don't say if you want to allow previously planned increase (with the plans incorporated in to law) to happen that you have to "pay for it". They allow this increase with no adjustment.

But they do say if you want to avoid previously planned tax increase that you have to "pay for it".

The paygo idea itself is not intrinsically or automatically biased towards tax increases. But applying them in the context of existing law that calls for spending increases and tax increases creates such a bias.
