Under further questioning from Gregg, Orszag said the administration would be seeking congressional approval.

This sentence makes the whole article not very meaningful. The administration is going to propose legislation to increase regional bank lending, and that legislation will require spending. Congress can pass or not pass the legislation. That's the normal policy creation process. Whether the spending comes from returned TARP funds or elsewhere isn't much of an issue.
