We have lots of different plans now, a different plan required for every state that an insurance company wants to participate in. If you allow interstate sales that would be simplified, companies would get their plans registered in a few states (maybe only one per company but different ones would probably choose a few different states), rather than all 50.

No, that's like what we have now. To sell in a state you have to meet the requirements of that state (which can be quite extensive). Allowing interstate sales is the reverse of that. You don't have to meet 50 different sets of requirements, just one (or perhaps two if there is also some federal floor, perhaps in terms of financial soundness).
