I wasn't suggesting that. I had in mind subsidizing the medical costs so that their income had a better chance of being enough.

We already have Social Security Disability payments, and the problem is indirectly dealt with by welfare programs and unemployment insurance.

Social Security disability includes Medicare, which is a much better deal for the disabled than a catastrophic insurance policy would be. I don't see any reason for treating those with severe medical problems any less favorably than we treat the disabled. I have a cousin who became disabled from her job as a cake icer due to carpal tunnel. That gets her Medicare. Surely her condition doesn't warrant more taxpayer help than AIDS or cancer.
