Maybe some people expect to have a simple procedure take six hours. I would count the way the NHS system allocates human resources as a negative for quality of care perception. Lazarus Long didn't state whether the NHS collected for the procedure these days.

Rose could have easily flown back to NYC vs Paris. He went to Paris because the treatment for his condition was better.

I believe he remained (or returned if you believe that version) in Paris because it was closer and tansportation / delay caused greater risk than quality of care.

I doubt if the treatment for any medical condition is better in Paris than in the US. Certainly if there are a handful of things a few clinics in Paris do better than most in NY it is not a significant list.
