O'Keefe might be blackmailing someone if he had embarrassing footage and said I'll keep this a secret if you pay me. Clearly O'Keefe is in the business of embarrassing liberal politicians and groups .... thats not illegal.

If someone had pics of Tiger making out with a woman not his wife in a parking lot and said 'Pay me, Tiger or the wife sees this', that would be blackmail. Putting those pics on the internet would not be blackmail.
