Japanese companies don't do crises very well. I imagine they are all in meetings trying to figure out what to do, and with no one willing to stand up and take charge, nothing much gets done. To be fair, many American companies don't do this sort of thing well until they've been through it at least once. But, traditional Japanese companies have no mechanisms to cope with a crisis. I once watched CBM spend almost a year trying to decide on the exact shade of gray for a power cable. They eventually sent over more than a dozen samples to their American office and had us choose. Took about 5 minutes, they all looked almost identical so the choice was more or less random. They were very grateful.
