So shouldn't renewable energy effort be spent on basic research aimed at acheiving revolutionary breakthroughs i/o enforcing mandates and temporary tax credits to force adoption of things that aren't economical on their own now?

The mandate / tax incentive approach has given us a major corn ethanol industry we can't get rid of and we keep making bigger. That's even now creating an industrial scale wood pellet industry.

If it was just a matter of acheiving economies of scale, corn ethanol would be a major success.
