The main reason in numbers is pure demographics. The baby boomlet generation in US currently of college age is only as big as the baby boom generation was in the 1970s. That is about 16-18 million. The high school population is about the same size.

In India there are only about 10 million in college currently, 35 million in high school, and 120 million in primary school. So the future growth rates in college population are guaranteed. In fact US, Canadian, and Australian universities are getting many indian students who are willing to pay the high education costs for university education, while they might not be able to get admitted to decent university in India.
