Prop 13 is just about property taxes, which mainly effects cities and counties. California has a heavy, progressive income tax that goes to 9.3 %, and state sales tax above 7%.
California state revenue per capita is about the same as New York and Massachusetts, two states with high levels of service.

Projected 2010-11 Revenue is 90 billion, at 36 million people, that's $2,500 per capita.
1) California needs to cut back on expenditures, and it would help a lot if some of the 3 million illegals could be sent home.

Some figures have the illegals costing 10 Billion per year.
California also has 13% of the US population and about 30% of the welfare recipients. It could share some of these with other states.
2) California needs to increase revenue by drilling offshore oil.
So California may be a broke state from lack of political will, but it can be fixed.
