MOst of us were liberals and we all administered from the center. We administeered in accordance with the norms and mores of the times. Whe we did do is rete what we thought were needed social programs.

When I was implementing the states emergency medical sevices system I had my hands full just coordinating the zillion ideas from all the communities and how to do it. I once workd a full month with pneumonia as I had to keep the ball in the air.

And getting docs to agree on a zillion procedures they didn't like. Also huge decisions like do we train EMT's and paramedics in the villags and communities, or bring them to a central location. Who got the ambulances, and trainging money, etc.

With alcoholism and drug abuse the right wing hates socal programs so gettign funding from the right wing legislatores was always a battle with them, who often called me up to the hill to testify before senate committees. Where they then proceeded to grind me into hamburger.

One has to know how to balance ideology, personalities and the job in ocncert with the commissioner and governors ideas and it is always a compromise.
