Are you telling me the "greatest generation" had to be dragooned into the armed forces or they wouldn't have fought WWII. Pretty serious charge.

Roosevelt approved the modern draft including funding for it in 1940.

The Army/Air Corps (they were combined then) and the USMC had a ton of volunteers after Pearl Harbor. That initial rush dropped off fast. We were inducting 200,000 men per month. That continued throughout the war but by 1943 most were drafted.
