Not suggesting that it wouldn't be beneficial, only that it's a one-off action. We need to look for repeatable, compounding steps.

If you cut the baseline by 38%

It's hard to imagine it could be that much but I don't have any data to contradict it. Even if you assumed that all the currently uninsured are healthy additions to the pool, which is not remotely the case, the impact wouldn't approach that. Perhaps ten percent.
