I have no gas heat, and no fireplace.

Also the water service wasn't totally down, I just shut it off to prevent leaking, bringing it up every now and then, showering and getting some other use of the water, every other day. On the off days I could flush toilets from water I stored in the bathtub. And I had various containers with water for hand washing and drinking, which I'd refill when I turned the water back on.

If I had another source of heat, and the water shutoff was total, than I'd probably agree (even though I'd hate losing TV and internet).

every nite, the news tells of more buildings collapsing.

Esp, places with a flat roof. Slanted roofs should be fine unless they where constructed very shoddily or had some damage from some other cause, or perhaps if the slant is very gentle.
