They should have required a 2/3 majority to increase spending. Then they wouldn't have to raise taxes.

Maybe in real per capita terms.

Otherwise (except as a temporary measure to effectively push spending down for awhile), I wouldn't even agree with the idea, and it would be too easy to get the 2/3rds majority for approval (and once you get the approval to expand spending it could expand much more than the inflation adjusted per-capita rate).
