"All those small investors with shares in gold mining startup ABCD, which went bankrupt in 1997? They don't know that they were holding an IOU instead of shares. They don't know that a counterfeiter was on the other end of the trade."

I wonder what the outcome would look like if they were forced to buy all the shares back in the company's they bankrupted. Or at least pay the money back to the person who never purchased the shares and then they could use the money to buy something else.
