Bush declared victory about 7 years before victory was achieved. Victory was an elusive concept when the GOP was in charge. Obama defined victory in very specific terms, including a timeline for withdrawal, which has worked very well. With the timeline, we created exactly the pressure on the Iraqis that was needed to get them moving to take over their own business.

Had we not declared a timeline, then the Iraqis would have continued milking us as they did under Bush and Cheney.
